2025 HOA Meeting Minutes…

Call to order

A meeting of The Elk Ridge on the Lake Homeowners was held at DJ’s Dugout on August 19, 2025 at 6:30 PM. Board Members in attendance were Richard Evans, Stan Wegner, Ruth Nekonchuk, Robert Knapp and Jim Ulrich.

SID Update

Jim provided the following:

There will be $75000 of street repairs yet to be done this year. There are green squares marking those repairs. Engineers will also assess the area of the road on the southwest side of the fountain that is wet to determine the issue there.

Jim discussed the increase of 10% on the tax evaluations for our neighborhood. The mil levy for the bond fund has been decreased to help off set the increased tax rate from the evaluations. The levy has continually been lowered for the last 3-4 years.

 This SID is now under the 4% debt level so could be up for annexation by the city of Omaha at any time. The SID board will continue to assess the neighborhood streets to use up the money in the SID before annexation, when after 3 years those funds become the city’s.

Bridge repairs and the drainage work on the walking bridge to the high school have been completed and will be monitored.

HOA Update

Board Members present introduced themselves.

Robert detailed maintenance of the fountain and waterfall. The future of this area could mean larger repairs and much more cost.

Robert, Stan, Jim and his wife Julie were thanked for their hard work on the grounds.

Jim reported that it could save us money if we were to more cleanup ourselves. There will be another cleanup day next Spring. It was noted that some members did not know about it so an effort for better communication of this will be done. It is posted on our website and to have email addresses helps to get the word out as well. Members were encouraged to go to the website and put in their email address for personal notices. The villas will continue to receive the emails as they have in the past. Our contract with Lanoha includes some clean-up, but to ask them to do more brings additional charges to the association.

Stan has been working with a private contractor about the sprinkler system. The question of extending the sprinklers farther to the northeast behind the villas was raised.

The walkway around the lake was discussed. A suggestion has been made to the city pay “our share” along with the city and other property’s (like the apartments across the lake) to complete this, but there has been no activity on this. The condition of the walkway near the lake where there is water and it is slippery was discussed. This is really a city issue as the lake is a city park. The walking bridge that was in the plans for over the West Dodge expressway to the south seems to on hold at this time.

Christmas lights will be assessed and increased again this year, now that there is electricity on both sides of the entrance.

The budget is in line and there will be no increase in dues this year. Again, the concern is the future costs of the waterfall area.

A snow removal contract has been set. The fee is based on the number of inches of snowfall. The same company that did it last year will be returning this year as their service was good, and they were here the same day as it snowed.

Open Discussion

Discussion on the project west of our area was entertained. There is to be over 200 bungalows built. Discussion on traffic and concerns of lowering property values were spoken. Several in attendance had been to the public meeting before this development had been approved.

The issues of young people driving golf carts and riding scooters was brought up. Jim encouraged members to call the sheriff when this occurs. Members have stopped the young people when they did not obey street signs.

Concern was expressed about the condition and type of signage the assisted living and senior living facilities have. The board directed those in attendance to call the facilities with their concerns as they place these and maintain them.

A question was raised about having home businesses, such as a swimming school in a residence. The current covenants do not prohibit this in the larger HOA. The villas have more recently updated covenants which would not allow this. The covenants are dated and need to be updated. This is a time-consuming process and if anyone is interested in helping with this Jim would love to hear from you. There are legal steps which must be followed.
